Snowflake convert timezone

The string is in that format, so after i convert to NTZ, how do I convert that to UTC? When I try to use CONVERT_TIMZONE('UTC') - it thinks that the timezone is in local PST time and adds 7 hours instead of just converting from NTZ to UTC. Why isn't there a function that allows someone to specify timezone when creating a timestamp from a string?
